Publication of Fiscal Benefit Guidelines for Development Hubs in Yucatán

To receive fiscal benefits, such as up to 100% ISR exemption, taxpayers must obtain a certificate issued by the SHCP through the Tax Revenue Policy Unit, following a favorable opinion from the competent state authority.

The Ministry of Finance and Public Credit (SHCP) has published the guidelines for fiscal benefits for companies investing in development hubs in Yucatán in the Official Gazette of the Federation (DOF).

To receive these benefits, including up to 100% Income Tax (ISR) exemption, taxpayers must obtain a certificate issued by the SHCP through the Tax Revenue Policy Unit, following a favorable opinion from the competent authority in Yucatán.

Applicants must provide information on job creation for the certificate’s validity period, specifying the estimated number of jobs generated each fiscal year, the type of jobs, and whether they are permanent or temporary.

Requirements

Additionally, taxpayers conducting productive economic activities within the Industrial Welfare Hubs must meet several requirements:

1. Be up to date with their tax obligations.

2. Have a document granting the use, exploitation, and, if applicable, possession of the hub’s surface area.

3. Present the investment project for which the use and exploitation were granted.

4. Have their tax domicile in the hub where they conduct their productive economic activities.

Investment Attraction

On June 28, 2024, the DOF published the “Decree to Promote Investment in the Industrial Welfare Hubs Progreso I and Mérida I in Yucatán.”

This decree aims to attract investment and enhance the productive capacities of Progreso and Mérida, boosting their economic competitiveness and the well-being of their residents.

Mexico’s President-elect, Claudia Sheinbaum, has stated that her nearshoring strategy involves continuing to promote the development hubs initiated by the current government in the southeast of the country. She plans to establish additional hubs during her administration, aiming to end her term with 10 industrial corridors nationwide, each with a distinct focus.
