The Free and Sovereign State of Chihuahua, how to re-establish the federal pact

This is a critical moment in our political history, what we have called the perfect storm (judicial reform, militarization, violation of the separation of powers, destruction of the rule of law), looms over us and looms menacingly over Chihuahua.

As the first servant of the people of Chihuahua, I am heading to my land today with deep concern. The recent reform of the judicial power, presented under the false premise of democratization of justice, has raised concerns that we cannot ignore. Far from strengthening the system, many of us see in it a clear attempt to concentrate power in the hands of a government that seems more interested in control than in true justice.

The reform not only disrupts the Federal Judicial Power, but also our state. It seeks to impose from centralism the mechanism to elect our judges; they want to come and tell us how to dispense justice.

Furthermore, the militarization of public security raises serious questions. The decision to use the armed forces in civil security functions, instead of strengthening our police and justice institutions, is a dangerous path. In Chihuahua we have suffered, perhaps like no other state, the effects of the failed strategy of “hugs, not bullets”: abuses, human rights violations and a climate of fear.

This situation in Chihuahua is a reflection of a larger problem: the centralization of power and the lack of attention to local realities. Each state has its own needs, its own culture and its own challenges. The imposition of decisions from the center, without considering our voice and our experience, not only undermines our autonomy, but also erodes the trust between citizens and their institutions.

Faced with this reality, Chihuahua must consider very consciously, very seriously, whether we want to remain in a completely perverted federal pact. This is not a trivial decision, nor is it taken lightly. It is, in essence, a call to reflection on the future we want to build. This is not a rupture per se, but a step towards a reconfiguration of our federal relations that guarantees the sovereignty of Chihuahua and respect for our dignity as citizens. It is time to re-establish the Federal Pact.

It is time for Chihuahua to take on a leading role in the defense of its rights. We cannot stand idly by while the federal government tries to homogenize our realities, ignoring the voice of those who live here. The rupture of the federal pact can be the tool that allows us to claim our place at the decision-making table and reaffirm our autonomy.

It is crucial that the people of Chihuahua, time and again hurt by centralism, demand their rights and not be afraid to raise their voice. Democracy is not built only at the polls, but in the constant participation of citizens. It is a time for each person from Chihuahua to claim the greatness that is rightfully theirs to build a future where our decisions are made here, by ourselves.

The path to refounding the federal pact is arduous and requires unity in our north, a clear and firm strategy that respects our traditions and culture, that seeks dialogue with other federative entities that share our concerns. Only in this way can we forge a new chapter in our history, one where the sovereignty of Chihuahua is inviolable.

Refounding the federal pact is an act of courage and a call to action. It is time to defend what belongs to us: our sovereignty, our decisions and our future. It is time to build a Chihuahua that is not only autonomous, but also an example of democracy, justice and respect for human rights. It is time to fight for our identity and dignity!
