Without resources to build: almost half a million Veracruzans need housing

In Veracruz, it is estimated that there is a significant demand for new housing. According to data from the National Housing Commission (Conavi), 558,055 households in the state report the need for housing, either to rent, buy or build.

Of this total, 407,406 families are looking to build a home, which places Veracruz as the eighth state with the highest demand in this category.

What does the Housing and Regularization Program announced by Claudia Sheinbaum mean?

This Monday, the Government of Mexico, led by President Claudia Sheinbaum, presented the Housing and Regularization Program at the national level, which projects the construction of one million homes. This plan prioritizes female heads of household, youth, indigenous population and senior citizens, and also includes a rental housing program for youth.

According to the Secretariat of Agrarian, Territorial and Urban Development (Sedatu), there are currently 8.9 million homes in housing shortages throughout the country. This includes homes with poor materials and lack of basic services.

To address this problem, the plan includes 450,000 housing improvement and expansion actions, distributed in the most needy regions of the country. The southern region, which includes Veracruz, will receive 350,000 new homes.

The construction of new homes and improvement actions will generate more than six million direct jobs and more than nine million indirect jobs.

In total, a federal investment of 600 billion pesos is expected, with 288 billion specifically earmarked for the construction of 500 thousand homes through the National Workers’ Housing Fund Institute (Infonavit).

In addition, 250 thousand loans will be granted for housing improvements, and the National Housing Commission (Conavi) will be responsible for building another 500 thousand homes for non-entitled persons.

Rental housing for young people

The program also includes the construction of 100 thousand rental homes for young people between 18 and 30 years old. These homes will be located near educational centers and industrial areas, with all services, and their rent will not exceed 30 percent of the tenants’ income.

The Federal Government’s Housing and Regularization Program will offer an opportunity to improve the quality of life of thousands of Veracruz families, generating jobs and boosting the local economy.

In this regard, Jarret Oswaldo Aguilar Camet, counselor of the employers’ sector of Concanaco and president of the National Chamber of Commerce, Services and Tourism (Canaco)- Servytur Poza Rica, believes that the Housing and Regularization program presented by the president of Mexico, Claudia Sheinbaum, is better oriented towards the most vulnerable sectors.

“It focuses on those people who do not have their own home, who currently rent, and for whom the payment of rent represents a large decrease in their family income. The objective of the federal program is that the money that is currently allocated to rent is used to pay for their own home, instead of continuing to pay rent,” he says.

“We, as with any investment that comes to a region, always see something positive, since it brings money, capital that is invested in the area and generates economic spillover, which benefits everyone. This includes the tourism sector and, above all, the construction sector, which will be the most favored in this case,” he said.

He also indicated that the presidents of the different business chambers should get involved to ensure that local companies participate as a priority in this program, which will have a great impact on the state.

“It is an economic spillover that will benefit the south of the state, especially Coatzacoalcos, an area that has seen many people abandon the city, leaving it practically deserted,” he added.

How many people need housing in Veracruz?

The National Housing Commission report reveals that 75.5 percent of private homes in the state require improvements, 20.5 percent need intervention for self-production, and 4 percent require expansion or replacement.

Of the 3,012,703 private homes registered in Veracruz, 15.8 percent are uninhabited, and 4.9 percent are for temporary use.

Veracruz ranks 11th nationwide in terms of uninhabited homes and homes five years old or less. In terms of temporary use homes, it is in 23rd place, and in 26th place in terms of homes between 21 and 30 years old.

In addition, the state of Veracruz is one of the states with the most households headed by women who live in borrowed or family homes, ranking 13th nationwide.

Regarding the proportion of homes where the owner is a woman, the state also stands out for its high rate of female heads of household.

Infonavit housing loans

The Institute of the National Housing Fund for Workers (Infonavit) reported that, until the last cut of July 2024, it has placed 10,400 mortgage loans in the state of Veracruz, generating an economic spillover of 5,057 million pesos.

Most of the loans are concentrated in the Veracruz-Boca del Río metropolitan area, with 4,487 loans; followed by Xalapa, with 1,650; Coatzacoalcos, with 1,609; the High Mountains region, with 1,435; and the northern part of the state, with its capital in Poza Rica, with 1,435 credits.

Likewise, during the 2019-2024 period, the Institute reported the placement of 17,967 credits for housing built in a package in the entity.
