Oaxaca City Council continues daily operations against street vendors

With the firm intention of maintaining order and security in the streets of the city, particularly in the historic center, the City Council of Oaxaca de Juárez, headed by the mayor, Francisco Martínez Neri, has instructed the Directorate of Commerce in Public Roads to maintain permanent operations to control street vendors, ensuring compliance with current regulations on the matter.

The operations are carried out daily in the company of elements of the municipal police and state police, in order to remove from the public roads those people who do not have a permit to engage in street commerce, the City Council reported in a statement.
According to the Regulation for the Control of Commercial Activities and Services in Public Roads, the municipal authority has the power to ensure that commercial activities are not carried out within a specific polygon, where sales on public roads are prohibited.
This polygon covers key areas of the city, including Las Casas, Trujano and Hidalgo streets, as well as Bustamante and Flores Magón, among others. Despite the importance of these measures, inspectors face significant risks, including physical and verbal aggression, often instigated by riot groups or individuals seeking to protect personal interests.

To address these situations, the City Council prioritizes respect for human rights during inspection work. As part of the protocol, during operations, warnings are made and street vendors are asked to leave.

The same protocol also contains the action of securing the merchandise of those who do not heed the call to leave. With a criterion of patience on the part of the inspectors, invitations to leave are made up to 5 or 6 times, and then if there is no response, the seizure is carried out.

The municipal government secretary, Emmanuel Ramírez Amaya, has reported that he has the instructions of the first councilor Martínez Neri to remain firm in closing the administration without granting additional permits, on the contrary, to deliver a census of street vendors with a number lower than that received in 2022.

For this administration, it has been essential to carry out continuous training in human rights, aimed at preparing inspectors in the proper management of operations and in respecting the integrity of people.

Thus, this strategy not only seeks to combat the phenomenon of street vendors, but also to protect the safety of citizens, guaranteeing that commercial activities are carried out in an orderly and legal manner.

The result of this policy of containing street vendors has been highlighted by the elected municipal president, Raymundo Chagoya, who at the installation session of the Internal Committee for Delivery – Reception expressed his recognition of the policy of strict control in the granting of permits for street trade, pointing out that this provides peace of mind to Oaxacan society and shows the commitment of the municipal government in office to avoid the problems generated in the past with the excessive granting of licenses.

Thus, the municipal administration reaffirms its commitment to work hand in hand with the community to contain street vendors in prohibited areas, promoting respect for the law and peaceful coexistence on the streets of Oaxaca de Juárez.
