Under scrutiny for enrichment, the governor of Chiapas, Rutilio Escandón

Bajo la lupa por enriquecimiento, el gobernador de Chiapas, Rutilio Escandón

With the entity he governs in the hands of organized crime, Rutilio Escandón Cadenas, who has been virtually missing since the insecurity crisis broke out in Chiapas, waiting for December 7 to hand over his post, has been investigated by the federal government for his enrichment, since he is credited with properties in Campeche, Chiapas and Tabasco.

For this set of properties, which are estimated at around 500 million pesos, Ernesto Carballo Zurita and his wife Fátima Gutiérrez are being investigated as alleged front men.

According to official information from the three entities and the federal government, Carballo Zurita was a financial operator for Rosalinda López Hernández, who died last June, wife of the governor of Chiapas and sister of the current leader of Morena in the Senate and Secretary of the Interior in the government of Andrés Manuel López Obrador, Adán Augusto López Hernández.

Rosalinda López was for years close to López Obrador from the PRD and then in Morena. In his government, the then president appointed her General Administrator of Audit of the Tax Administration Service (SAT). Responsible for the second most important position in the country’s tax collection agency, Rosalinda López was seen as a counterweight that the former president placed on the then head of the SAT, Raquel Buenrostro, current Secretary of Public Function in the government of Claudia Sheinbaum.

Carballo Zurita, from Tabasco like López Obrador and the López Hernández brothers, was publicly pointed out as a “financial operator” of the governor’s wife and the senator’s sister.

On August 8, 2023, the Latinus portal announced that Carballo Zurita’s family had received direct awards of 478 million pesos from the government of Chiapas, with his wife Fátima Gutiérrez Ovando being the main beneficiary.

According to the investigation that hit the Tabasco native who was then number two at the SAT, between 2020 and March 2023 the company Production Suministro Jees received 79 contracts totaling 323 million pesos.

The million-dollar contracts were awarded to companies located in houses and apartments in Tuxtla Gutiérrez, the capital of Chiapas, which were abandoned at the time of the report.

These are houses where there are no advertisements on the facades indicating the operation of accredited companies.

Ernesto Carballo had been collaborating with Rosalinda for many years, but after she married Rutilio Escandón, he emigrated to the capital of Chiapas. And there, in Tuxtla Gutiérrez, Carballo became a businessman along with Fátima Gutiérrez and his in-laws.

After the death of Rosalinda López Hernández last June (a few days after being elected as a senator for Morena), the couple practically disappeared from the local scene and are no longer seen in the public life of Villahermosa.

The ranches

In the investigation that is being carried out on Rutilio Escandón, it is revealed that he owns, with nominees, nine ranches: five in Chiapas, three in Tabasco and one in Campeche.

In Chiapas, four of the alleged properties are located in the municipality of Juárez and one in Pichucalco. Those in Tabasco are in Cárdenas, Centro and Jonuta. In Campeche, in the municipality of Palizada…
