The San Miguel de Allende City Council approved the reform of the Traffic regulations in order to restrict the passage of heavy vehicles through the municipality from 11 p.m. to 5 a.m. and prohibit the transit of double-articulated tractor-trailers.
This reform follows the fatal accident that occurred on October 17 on the José Manuel Zavala Zavala bypass, where a trailer hit four vehicles and caused the death of two people, as well as multiple injuries, and consists of an addition to article 85 bis.
“Article 85 Bis. Only vehicles with the characteristics indicated in Tables A-2 and B-2 may circulate on the access roads to the city and on the exit roads of the city under municipal jurisdiction and competence between 11:00 p.m. and 5:00 a.m. up to line 13 of the aforementioned table and table C-2 up to line 13 of the aforementioned table, of the Mexican Official Standard NOM-012- SCT-2-2017. Doubly articulated tractor-trailers may not circulate on the roads under municipal jurisdiction indicated in this article,” it states.
The reform to the regulation will come into force after passing to Congress and being published in the official journal and establishes a fine that could exceed 17 thousand pesos for drivers who violate these specifications.
Currently, the municipal government is carrying out a review operation for heavy vehicles that circulate through the municipality, diverting them to the road to Alcocer instead of continuing their journey along the Bulevar de Los Conspiradores as was usual.
This action has caused discontent among the inhabitants of the area because the area through which the trailers and cargo vehicles currently pass is a highly transited residential area and includes a stretch of road that does not have sidewalks because, although its construction was announced before the electoral campaigns began, the work has not begun, so residents say that it has remained only a campaign promise of the re-elected municipal president, Mauricio Trejo Pureco.
In addition to this, the municipal government has not completed the installation of the safety barrier on the José Manuel Zavala Zavala bypass, which would extend from the Nuevo Pantoja curve to the traffic lights at the intersection with Camino a Alcocer, because after placing a part in August, it has not advanced with the installation.
