Querétaro buys surveillance equipment for its patrols after massacre in bar

The Querétaro government will invest thousands of pesos in the purchase of top-level recording systems that will be installed in the patrol cars of the Public Security Secretariat that monitor the entire state.

The acquisition of the equipment takes place after the attack on the Los Cantaritos bar, in the historic center of the capital, which occurred on November 9, which left 10 dead and 13 wounded when unknown persons entered the place and opened fire on the people.

In the tender that the government of the PAN member Mauricio Kuri launched three days after the massacre to acquire the equipment “on an urgent basis,” it is specified that 86 recording systems will be purchased and each one must have three cameras for installation outside and inside the patrol cars.

The equipment, which must be rugged, will allow law enforcement officers to identify movements, even in the dark, since they will have identification technology at a distance of up to 15 meters.

Among the specifications, it stands out that each camera must have two pieces of 256 GB Class 10 SD memory specialized for video surveillance in operating temperatures of -40 degrees Celsius to 85 degrees Celsius. “The videos of the cameras in total must have 512 GB for storage, which must be enough to save information for at least 30 days,” the document details. The cost per device on the market ranges between 15 thousand and 27 thousand pesos.

This type of equipment has been used in large cities such as New York to reinforce security on the streets and even by the United States Border Patrol to identify undocumented migrants who try to cross the desert at night.

As Diario de Querétaro reported in its September 20 edition, last year the homicide rate per 100,000 inhabitants was 40,755, a figure 13.8 percent higher than that recorded in 2022.

According to information from the Ministry of National Defense (Sedena), the Jalisco Nueva Generación Cartel (CJNG) and the Santa Rosa de Lima Cartel are the main responsible for the deterioration of security in Querétaro. These criminal groups would be behind the November 9 massacre, according to the first investigations by federal authorities.

The crime map prepared by the Defense also indicates that the criminal gang headed by Honorio Núñez Vargas, known as El Genético, also has great influence in the state that until before the attack on Los Cantaritos was considered one of the few sanctuaries of peace in the country. Five municipalities in the south of the state: Querétaro, Corregidora, Huimilpan, Pedro Escobedo and San Juan del Río are dominated by these three drug trafficking groups, according to the Defense.

“Querétaro is not among the most violent states in the country, but it borders Guanajuato, the state with the most homicides in the Republic. What has happened in recent years is what is known as the cockroach effect, members of organized crime groups, mainly drug trafficking, have slipped away to nearby regions and Querétaro is among them,” said Julián Sevilla, a collaborator at the University of Querétaro.

In the opinion of the public security expert, what is required to prevent violence from continuing to escalate in the state is to have a greater presence of federal forces on the borders with Guanajuato and greater surveillance.
