At the beginning of 2025, regular gasoline reached a maximum price of 29.69 pesos per liter at a service station located at Jesús del Monte no. 1200 in Morelia, Michoacán; with permission from the Energy Regulatory Commission (CRE) PL/3380/EXP/ES/2015, according to data from the specialized portal Nacional Gasolinero, operated by gasolina .

In Mexico City there were also service stations that sold gasoline above the national average, located at 24 pesos per liter.

One of these cases was the gas station located at Avenida Popocatépetl no. 220 with permission from the CRE PL/6845/EXP/ES/2015, in the Benito Juárez municipality, since it sold the liter of ‘green’ gasoline at 27.8 pesos per liter.

In which state is regular gasoline sold more expensive?

According to data from the Federal Consumer Protection Agency (Profeco), the price of regular gasoline registered a national average of 22.47 pesos per liter in January 2024, however, at the beginning of 2025, the price rises to 24,038 pesos, which represents an increase of 7 percent annually, an amount above the general inflation, located at 4.4 percent at the end of the first half of December.

At the state level, Nayarit was the entity that presented the highest prices of regular gasoline nationwide, with an average of 25,384 pesos per liter, however, in the municipality of Compostela, there are gas stations that sell fuel for up to 26,990 pesos.

In the case of Jalisco, the average price of gasoline amounts to 24,261 pesos per liter, although in the municipality of Mascota it is offered at 26,990 pesos.

Alejandro Montufar, CEO of PETROIntelligence, a platform specializing in fuel prices, said that these prices are a reflection of the level of competition and logistics costs in these regions.

“The behavior observed at these stations with high prices is not widespread in the states where they are located, for example, in the municipality of Mascota, Jalisco; the prices are at the highest levels; however, in general, Jalisco is not the most expensive state,” he said.

President Claudia Sheinbaum said during her last conference of the year that she asked the Secretary of Energy, Luz Elena González, to meet with gas stations, since they have detected that in some service stations gasoline is offered at prices above 26 pesos.

“It is totally out of the norm, in reality, there is no maximum price for gasoline, since 2013 with the energy reform the setting of maximum prices disappeared, but it is not possible that the prices in some places are as they are,” said the president.

Sheinbaum considered that a price of 23 pesos per liter would be appropriate for the market, however, 21 of the 32 states in the country have an average price above this figure.

Gasoline price will increase in 2025

By 2025, the Special Tax on Production and Services (IEPS) for fuels will increase 4.5 percent annually, going from 6.1752 to 6.4555 pesos per liter, which will translate into an increase in the cost of gasoline.

“The IEPS is a mechanism that we will continue to use, if the price of oil rises a lot, the price of gasoline is controlled with the IEPS, as when there was the Russian invasion of Ukraine, however, the price of oil has not increased and that means that the price of gasoline should not increase either,” stressed President Sheinbaum.
