Meet the New Members of the Oaxaca Cabinet

On December 23, Governor Salomón Jara Cruz announced the creation of a new secretariat and two institutes, along with changes to his legal and expanded cabinet. Here are the new heads of public organizations in Oaxaca:

Yesenia Nolasco Ramírez, Secretary of Mobility

Born on August 22, 1982, she holds a degree in Mexican Law and Politics and served as the municipal president of Tehuantepec from 2017 to 2018.

Flavio Sosa Villavicencio, Secretary of Cultures and Arts

A politician from the National Regeneration Movement, he was a founder of the PRD in Oaxaca and served as a deputy in the LXI Legislature of the State Congress.

Vilma Martínez Cortés, Secretary of Tequio Welfare and Inclusion

A law graduate from the Benito Juárez Autonomous University of Oaxaca (UABJO), she served as a proportional representation deputy in the Sixty-Second Legislature and as the municipal president of Santo Domingo Tehuantepec from 2019 to 2024.

Carlos Vichido, Secretary of Infrastructure and Communications

An architect known for his work on architectural and urban heritage in Mexico, he previously directed the Casa de la Ciudad and the Restoration Workshop. He replaces Netzahualcóyotl Salvatierra López.

Juana Hernández López, Secretary of Interculturality, Indigenous and Afro-Mexican Peoples and Communities

Originally from Santiago Juxtlahuaca, she is a representative and spokesperson for the Guelaguetza celebration and has proposed workshops to promote indigenous languages.

Sildia Mecott, Institute of Cultural Heritage of the State of Oaxaca

An architecture graduate, she served as the technical secretary for the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT) in 2023.

Rosalinda López García, Institute of Training and Productivity for Work of the State of Oaxaca

She holds bachelor’s and postgraduate degrees and headed the XI district of Matias Romero Avendaño. She is a member of the Morena party.

Angélica García, Colegio de Bachilleres del Estado de Oaxaca

At 48, she holds degrees in administration of educational institutions and was a candidate for the municipal presidency of Villa de Etla in 2024.

Juana Aguilar Espinoza, State Institute of Adult Education

A former deputy of the LXV Legislature, she represented district XXV in San Pedro Pochutla.

Jacobo Babines López, General Archive of the State of Oaxaca

With a degree in history and a master’s in document management and archive administration, he has over 20 years of experience in conserving and organizing Mexico’s documentary heritage.

Elpidio Altarimado López, Office of Pensions of the State of Oaxaca

A law graduate with a master’s in administration and public policies, he has held various advisory and technical positions in government.

José Hernández Cardenas, Undersecretary of Tourism Development of the Ministry of Tourism

With a degree in tourism business administration, he has experience in family business administration and municipal leadership in Santa Cruz Huatulco.

Leonardo Díaz Jiménez, Undersecretary of Migration and Population of the Ministry of Government

A law graduate and former member of the National Action Party (PAN), he headed district XXI of Ejutla de Crespo.

Rosendo Serrando Toledo, Undersecretary of Planning and Mobility Policies, of the Ministry of Mobility

A social anthropology graduate from Ciudad Ixtepec, he has served as the general secretary of the PRD party in Oaxaca and as a deputy in the LVII and LIX Legislatures.

Jesús Ortega Marín, Undersecretary of Patrimony, Material Resources and Services of the Ministry of Administration

He served as the municipal president of Acatlán de Pérez Figueroa in 2024.

Horacio Sosa Villavicencio, Undersecretary for Employment Promotion of the Ministry of Labor

A law graduate and left-wing politician, he served as a local deputy for District XVI in the LXIV Legislature and as a legal advisor to city councils in Oaxaca.

Sesul Bolaños, Undersecretary for Interculturality of the Ministry of Public Education

A 41-year-old politician from the MORENA party, he has held various parliamentary positions in Oaxaca.

New Organizations of Oaxaca

State Institute of Languages Organizations, Víctor Cata

A historian, linguist, and writer from Juchitán de Zaragoza, he holds a degree in history and a master’s in Indo-American linguistics. He has worked in cultural diversity and previously served as the secretary of cultures and arts of Oaxaca.

Institute for the Promotion of Reading and Literacy, Carmen Sánchez Parada

She holds a master’s degree and served as the undersecretary for the promotion of reading and cultural conservation.

The new staff will take office in 2025 under Governor Salomón Jara Cruz. The citizens of Oaxaca will ultimately judge their performance.
