Through an official statement, the Government of Baja California, headed by Governor Marina del Pilar, highlighted and thanked the commitment of taxpayers who carry out the process of renewing their circulation card on time. As a show of support, staggered discounts were implemented to encourage compliance: 12% in January, 8.5% in February and 5% in March.
The Ministry of Finance, through the Baja California Tax Administration Service (SAT BC), explained that this strategy seeks to promote a responsible tax culture, in addition to providing economic relief to Baja California families. With these measures, the effort of those who keep up to date with their vehicle obligations is recognized, offering concrete benefits in exchange for their punctual compliance.
“Addressing a concern of our Governor, we have implemented a fiscal stimulus program that offers staggered discounts on the process of renewing the circulation card for those who regularly go to make their payment during the first three months of the year,” said the Director of SAT BC, Gustavo Santos Hernández Valenzuela.

Requirements to carry out the renewal process in person
The renewal process for the circulation card in Baja California is carried out under the legal basis established in Article 10, Section II, Paragraph A, Number 1, of the Income Law of the State of Baja California for the fiscal year 2025, as well as in Article 29 of the Law that regulates vehicle control services in the state.
The requirements vary depending on whether it is a natural person or a legal entity. For natural persons, it is necessary to present a valid driver’s license from the state of Baja California.

In the month of January 2025, the costs for the issuance of a sticker and circulation card (renewal) vary according to the type of vehicle:
