“Congo”, serial rapist in Tijuana, is arrested; his victims were taxi drivers using an app

In the municipality of Tijuana, Baja California, Luis Felipe, alias “Congo”, 25 years old, was captured, accused of being an alleged serial rapist and responsible for various violent crimes in the city.

The Municipal Public Security Secretariat of Tijuana informed local media that the arrest was made by the Tactical Unit of the SSPCM during a patrol in the El Rubí neighborhood. During the operation, the subject was carrying a firearm and 30 packages of drugs.

Apart from rape, is El Congo accused of more crimes?

According to local media, Luis Felipe, “Congo,” will face justice for the following crimes:

Rape: he sexually assaulted two drivers of transportation applications, one from Uber and another from DiDi
Homicide: he is linked to the murder of a man in the La Sierra neighborhood, found with multiple bullet wounds
Robbery with violence: he robbed one of his victims of her belongings after threatening her with a gun
Drug trafficking: he operated drug stores in the El Rubí neighborhood and was responsible for drug distribution
Extortion and protection money: these activities kept him as one of the main generators of violence in Tijuana

It is presumed that “Congo” was the last active member of the “Búho” criminal group, a leader accused of extortion and violence in Tijuana, which now remains dismantled.

After his capture, the victims fully identified him. He is now in the custody of the State Attorney General’s Office to face charges for his crimes.
