At the end of 2024, the Congress of the State of Durango approved constitutional reforms to guarantee the right to health, establishing specific provisions to sanction the commercialization and use of electronic cigarettes, vapes and similar devices.
These measures, according to local legislators, seek to respond to the growing consumption of these products, especially among young people, and prevent risks associated with their use.
The opinion, presented by the Constitutional Points Commission, derives from an initiative promoted by former President Andrés Manuel López Obrador. In this, it is established that vapes or electronic cigarettes contain harmful chemical substances, related to serious health problems, which makes their regulation a priority.
Among the approved provisions is the implementation of educational campaigns aimed at social, educational and health sectors, to raise awareness about the negative effects of these products. Likewise, measures against the trafficking of illicit substances, such as fentanyl, which are linked to the use of these devices, will be reinforced.
The reforms also call on the different levels of government to collaborate to ensure the effectiveness of the measures and protect the most vulnerable sectors, with an emphasis on young people. According to Congress, these actions seek to stop the advance of a public health problem that affects a growing sector of the population.
