The Attorney General’s Office (FGE) of Quintana Roo has confirmed the arrest of Luis Fernando “N,” also known as ‘Cobra,’ a former municipal police officer from Tulum wanted for the crime of disappearance of persons.
Luis Fernando was apprehended on the night of Saturday, January 18, on Tekax Street in the Nuevo Progreso neighborhood of Chetumal, according to the National Registry of Arrests (RND). The arrest was carried out by elements of the Vice-Attorney’s Office of Quintana Roo. He will be placed at the disposal of the judge in Tulum, where the alleged crime occurred.
In a press conference, prosecutor Raciel López Salazar stated that Luis Fernando, 42, originally from Mexico City, was a high-ranking security officer and a priority target for the state. The state Prosecutor’s Office had offered a reward of up to 1.5 million pesos for information leading to his arrest.
The crime for which Luis Fernando was arrested took place on July 14, 2023. The victim, identified as Jeremías, was reportedly working on a construction site in Tulum when he was “arrested” by municipal police and has not been seen since. Several police vans arrived at the site, took the victim, and his whereabouts remain unknown.
In mid-June 2024, the Quintana Roo Prosecutor’s Office sought public assistance to locate Luis Fernando and another former municipal police officer, Eligio Ciau Canul, also implicated in the same crime. Reward cards of up to 500 thousand pesos were issued for each.
In mid-January 2025, the state Prosecutor’s Office tripled the reward for ‘Cobra’ and Eligio, offering up to 1.5 million pesos for each. However, since the arrest was based on the investigation and fieldwork by the Prosecutor’s Office personnel, no one is entitled to the reward payment.
‘Cobra’ previously served as Director of Social Proximity in Tulum and was appointed head of the Preventive Police Office in Benito Juárez in November 2018 by the then State Secretary of Public Security, Alberto Capella Ibarra.
