The minimum wage in Mexico for 2025 is 278.80 pesos per day, according to the adjustment announced by the National Minimum Wage Commission in December 2024. Therefore, the fine for illegal license plate holders is calculated by multiplying two days’ minimum wage, resulting in 557.60 pesos. This penalty applies specifically when the license plate holder makes it difficult to identify the license plate, such as those advertised to avoid photo tickets.
In addition to the monetary fine, authorities may retain the driver’s license, registration card, or even the license plate as collateral until the fine is paid. This measure seeks to ensure that drivers comply with traffic regulations and avoid practices that endanger road safety.
Unlike other states such as Mexico City, where the fine for this violation can reach up to 2,262.80 pesos (equivalent to 20 UMAs), in Puebla the penalty is lower and tied to the minimum wage. However, the violation is considered serious and can lead to additional proceedings if not addressed promptly.
So far, there are no indications of changes to the Puebla Traffic Regulations for 2025 regarding this violation. However, drivers are advised to check for updates on the official Puebla government website (www.puebla.gob.mx) or visit the offices of the Ministry of Mobility and Transportation (SEMOV) to confirm the exact amount and payment procedures.
To avoid fines, drivers must ensure their license plates are visible and legible at all times.
