THE REFORM TO PROHIBIT FOREIGN INVASIONS IS CONSTITUTIONAL

2

Following approval by the majority of local congresses, including that of Campeche, the Chamber of Deputies declared the reform to strengthen sovereignty by prohibiting any foreign intervention in Mexico constitutional.

The other congresses that approved it are Baja California, Colima, Chiapas, Durango, Guerrero, Hidalgo, Mexico City, Morelos, Oaxaca, Puebla, Quintana Roo, San Luis Potosí, Sinaloa, Sonora, Tabasco, Tamaulipas, Tlaxcala, Veracruz de Ignacio de la Llave, Yucatán, Zacatecas, and Mexico City.

This reform prohibits any foreign act that violates Mexico’s sovereignty, such as coups d’état, interference in elections, or illegal entry into the territory by land, sea, or air.

For this reason, foreigners who enter illegally or participate in arms trafficking will face the harshest possible penalties and automatic pretrial detention. Furthermore, arms trafficking and terrorism are classified as crimes that warrant pretrial detention, and no investigation or prosecution of criminals will be permitted without permission from the Mexican government.

The declaration was sent to the Senate for ratification.
