A pedophile wanted in six countries is arrested in Sonora.

Through a joint operation, authorities in Sonora and Quintana Roo arrested a man wanted in six countries for alleged involvement in human trafficking.

He is Víctor Noé “N,” who recruited minors to solicit sexually explicit material. His arrest took place in the municipality of San Luis Río Colorado, Sonora.

Members of the Quintana Roo State Attorney General’s Office (FGE) and the Scientific Unit of the National Guard (GN) participated in his arrest. According to authorities, his arrest stemmed from a complaint from the U.S. Homeland Security Investigations Attaché.

The complaint revealed that an eight-year-old victim was recruited by Víctor Noé for sexual purposes. The now-detained man maintained contact with the child through a video game, in which he pretended to be another child.
Reports indicate that the now-detained man engaged in soliciting graphic material with sexual content. For this reason, he has eight reports from the National Center for Missing and Exploited Children in the United States.

In addition, Víctor incited, received, and shared sexual abuse material through grooming. Therefore, he was being investigated for human trafficking in the form of child pornography.

Grooming occurs when an adult, through deception and lies, establishes a bond with a minor through the internet, video games, or text messages, with the aim of obtaining sexually explicit images or videos.

The investigations indicate that Víctor recruited 14 victims from six countries around the world: Mexico (one in Quintana Roo and another in Veracruz), Spain (seven), Argentina (two), Colombia (one), Venezuela (one), and the United States (one).

“In the case of the victim from Quintana Roo, this Social Representative was able to locate her thanks to intelligence, technological, and administrative work, integrated into the corresponding investigation file, which led to the location of the now detained individual,” the FGE detailed.

Due to his illicit acts, Víctor Noé was being investigated by:

The Specialized Prosecutor’s Unit for Computer Crimes and Contraventions of the Public Prosecutor’s Office of the City of Buenos Aires
The Computer Crime Investigation Division of Venezuela.
After his arrest in Sonora, Víctor was transferred to Quintana Roo by agents of the Investigative Police. He was subsequently detained in the Social Reintegration Center (Cereso) in Benito Juárez.

How to prevent grooming

According to Mexican authorities, internet access without parental control and supervision can be dangerous for children. Therefore, the following measures are recommended to prevent minors from becoming victims of grooming:

Implement parental control tools to block or limit the use of applications and online content.
Configure security settings for social networks, video games, or blogs used by children and adolescents.
Monitor minors’ online habits (the websites they visit and their content).
If a webcam is installed on the computer, restrict its use with a security key and cover the viewfinder.
