Regularization of “chocolate” cars in Zacatecas generates more than 445 million pesos

Zacatecas has collected 445 million 467 thousand pesos through the regularization fee for used vehicles of foreign origin.

During the more than three years in which this program has been implemented, 178,187 “chocolate” cars have been brought into compliance, the fifth highest figure among the 17 states where the process can be carried out according to the federal government decree.

According to data from the Zacatecas Ministry of Finance (Sefin), revenue collections or “revenues” have grown annually: while in 2022 and 2023, 122.3 million and 156.1 million pesos were collected, respectively, in 2024, 166.9 million were collected.

The program launched in November 2021 with the aim of inhibiting crime, since—according to the federal government—80% of the vehicles used in various crimes were unregistered.

The Director of Projects at Sefin, Francisco Zapata Lugo, informed this media outlet that, as of March 2025, there were no pending funds from the federal government to be released to Zacatecas for the benefits of the automotive process.

In the final days of his term, former President Andrés Manuel López Obrador decided to extend the decree allowing the regularization of imported used vehicles until September 30, 2026.

Benefited Municipalities

The Sefin official announced that, according to official guidelines, the funds obtained must be allocated to paving projects in the municipalities.

Fresnillo is the district that has benefited the most from road maintenance funds, as it is where the most vehicles have been regularized. This municipality has received 52 million pesos over the last three years.

Guadalupe is in second place with 37 million, of which 12.7 million correspond to the year 2024.

Following this are Loreto with 35.9 million, Pinos with 31.9 million, the state capital with 28.2 million, Jerez with 27.3 million, and Jalpa with 15.5 million.
