The official call for the Third State Civil Protection Forum was announced, to be held on May 2nd at the Gran Faro Hotel in San José del Cabo.

This was announced at a press conference held in the municipality of Los Cabos by the Permanent Commission on Civil Protection of the local congress, chaired by Representative Erick Iván Agúndez Cervantes (PVEM).

He emphasized that this forum is part of the decree establishing September 30th as State Civil Protection Day and mandates the annual event to be held on a rotating basis among the five municipalities.

“Today we are raising awareness of civil protection from a comprehensive perspective, as a tool for vocational guidance for new generations and for prevention for society,” stated Agúndez Cervantes.

He added that the event will include georeferenced surveys using QR codes, the responses to which will be used to update the State Risk Atlas.

The state’s Undersecretary of Civil Protection, Héctor Amparano Herrera, explained that the forum is being held at a key moment, facing a hurricane season that “doesn’t seem easy.”

He reiterated that more than 50,000 people live in at-risk areas in Los Cabos and warned: “We don’t want another Acapulcazo, we have to get on with it.” This was in reference to the impact of Hurricane Otis on the capital of Guerrero in October 2023.

For his part, the rector of the Autonomous University of Baja California Sur (UABCS), Dante Arturo Salgado, explained that the institution will contribute to systematizing the forum’s results and integrating them into the Risk Atlas, which the institution has already developed.

“The Risk Atlas developed by the university is a necessary document for taking the next steps. It’s a map that is already being worked on, which has allowed various authorities to advance in communication,” the rector explained.

“With a scientific basis, we can communicate to society that they are indeed at risk,” Salgado stated.

He recalled that, after Hurricane Odile, the Disaster Prevention and Civil Protection Engineering program was created in 2017.

How to participate in this forum?

The event program includes keynote presentations, roundtables on governance, hydrometeorological, ecological, and anthropogenic risks, land use planning, and emergency response, as well as a plenary session on the results.

Registration will open on April 22 via a QR code, which will be available on the official websites of the local congress, the UABCS (University of Buenos Aires), the state Civil Protection Undersecretariat, and the five municipalities.

Representative Omar Torres (PT) emphasized that, in addition to strengthening regulatory frameworks, the forum will provide feedback to institutions and provide security to the population.

Sergio Guluarte Ceseña (Morena) emphasized that this initiative continues the 2022 and 2023 forums, which now have legal status.

Councilwoman Marbella González (Fuerza por México), president of the Los Cabos Civil Protection Commission, and Alberto Rentería, the city council’s general secretary, agreed that prevention and training are key to avoiding tragedies.
