In a bid to bolster security efforts in Yucatán, the federal government has agreed to provide an additional 212 million pesos ($10.7 million USD) as part of an agreement with the state’s government.
According to a document published in the Official Gazette of the Federation on April 23, the deal was signed within the framework of the Fund for Contributions to Public Security of the States and the Federal District (FASP) for fiscal year 2025. The agreement marks a joint investment of 269 million 560,443 pesos ($13.4 million USD), allocated towards security policies and strategies.
Federal Government Contributes Majority Share
The federal government will contribute 212 million 560,443 pesos to the fund, while Yucatán’s state government is expected to chip in with 57 million pesos. The agreement establishes a technical annex that will specify goals, actions, and expenditure items agreed upon by both parties.
Guidelines for Using Federal Funds
The document outlines guidelines for utilizing these funds, including:
1. Creation of two specific productive bank accounts: one for federal funds and another for state funds.
2. Compliance with reporting, oversight, and transparency commitments, such as submitting monthly and quarterly reports to the Secretariat, publishing progress reports on Yucatán’s website, and returning unspent or uncommitted funds by January 15, 2026.
Agreement Establishes Commitments
The agreement also specifies that:
1. The entity must record and distinguish federal and state resources in its budget.
2. Funds should be allocated according to the annuality principle and current fiscal laws.
3. Uniforms and vehicles used by police forces or private security companies cannot display colors, images, or designs similar to those of the national armed forces.
4. Actions not covered by the Fiscal Coordination Law must be financed using local resources.
Similar Agreements for Querétaro and Tlaxcala
Yucatán is among three states receiving additional funds under FASP agreements published today in the Official Gazette. Querétaro will receive 308 million 956,692 pesos ($15.5 million USD), while Tlaxcala’s share amounts to 253 million 741,366.25 pesos ($12.7 million USD).
Federal Government Allocates Additional Resources for Yucatán
In a separate agreement published today in the Official Gazette, the federal government will provide additional subsidies to the state of Yucatán through the National Water Commission (Conagua). The goal is to strengthen water culture, hydro-agricultural infrastructure, and drinking water, drainage, and treatment systems.
This initiative aims to align efforts with Mexico’s 2024-2030 National Water Plan and the National Agreement for the Human Right to Water and Sustainability signed by President Claudia Sheinbaum Pardo in November 2024.
