The incident, which occurred on April 23 in the community of Xul-Ha, involved a group of young people and has prompted urgent calls for justice from citizens and animal rights organizations.
The video, shared on Instagram by a user identified as “rub_pena27,” shows the dog, believed to be a Chihuahua, visibly distressed as it is suspended in the air by the drone. The footage captures the group laughing while the frightened animal remains airborne for over ten seconds before the drone descends and the dog is caught. This act has been widely condemned as a clear case of animal cruelty.
The video quickly went viral, with users demanding immediate action against those responsible. Reports indicate that the Instagram account of the alleged perpetrator has previously shared content related to hunting and dead animals, raising further concerns about their behavior.
Animal abuse is classified as a crime under Quintana Roo’s State Penal Code, which recognizes animals as sentient beings and imposes severe penalties for acts of cruelty. Article 179-Bis stipulates prison sentences of one to five years and fines for acts of cruelty that cause harm but do not endanger the animal’s life. In cases resulting in the animal’s death, penalties can increase to six years.
Lucio Cruz, director of Animal Welfare for the Quintana Roo Environmental Protection Agency (PPA), confirmed that the case is under investigation. An inspector has been dispatched to gather information and determine appropriate legal actions. Cruz emphasized that such acts of cruelty will not go unpunished.
Local organizations have highlighted the need to strengthen measures to prevent and penalize animal abuse.
