The Los Cabos municipal government, where projects were delivered in the La Ballena neighborhood of San José del Cabo, has indicated that it is facing a financial problem related to infrastructure projects carried out during the previous administration.
According to the Treasury, dozens of construction contracts covering various types of projects remained unpaid.
How many projects remained unpaid during Oscar Leggs’ administration?
Although it was already known that debts with suppliers existed, it is now confirmed that these also extend to the public works sector, with contracts signed from 2022 to 2024.
In total, 92 projects contracted by the previous administration remain unpaid. Most of these projects were signed in 2024 and were scheduled to be covered with federal funds from Section 28.
However, this money was allegedly diverted to other City Hall operating expenses, preventing the payment of the corresponding amounts owed to the suppliers.
The current debt is around 380 million pesos, although the figure could increase if more unregistered contracts are identified during the delivery-acceptance process.
In addition, the current mayor, Christian Agúndez, reported at the beginning of his administration that his predecessor had left the debt in the credit bureau.

What types of projects during Oscar Leggs’ administration remain unpaid?
Among the pending contracts are drainage, paving, and rehabilitation of public spaces.
Some of them have already been executed but not settled. In these cases, the Treasury is analyzing mechanisms to complete payments.
Projects have also been identified that were not completed or that did not meet the contract conditions, which would allow them to be canceled without legal conflict.
What will the municipal government do to settle the debt for the projects?
The municipal Treasury reviews each case to prevent the accumulation of legal proceedings by the affected contractors.
The strategy is to prioritize projects that were built but not paid for and seek a financial solution to cover these outstanding debts.
Contracts that could be suspended without legal consequences are also being evaluated.
