At the end of April, Lizeth Galván Cortéz, Secretary of Culture for the state of Guanajuato, promised a State Plan that will surely be controversial when it changes the axes of the state’s cultural policy, which, during the era of the State Institute of Culture, was channeled toward promoting reading.

Understanding cultural policies as government actions aimed at influencing its constituents, the radical changes looming in the alleged 5 million pesos channeled to Guanajuato’s participation in the 2025 Longines Global Champions Tour in Mexico City will surely be surprising.

Well, that sounds good; apparently, the new powers of the State Plan for Culture implicate monarchical culture. Therefore, we must act like kings and queens, and therefore respect their hobbies, although it’s hard to understand whether show jumping on horseback would have any influence on those of us who barely pay for public transportation.

Radical change is serious, if we add to this beautiful example of the people’s understanding of the government’s culture the lack of funding for Guanajuato authors to be brought to the Guadalajara Book Fair, in another of the scandals centered on the rental and use of cultural spaces like the Juárez Theater…

Of course, not much is known about the annual budget, which in this case was close to half a trillion pesos, and there is speculation that it is being spent on expanding the gilded bureaucracy and its eccentricities… anyway, we will know when the State Culture Plan is published.
