Is a hurricane coming? Why is Baja California Sur already activating the DNIII-A plan?

As the 2025 hurricane season gets underway on May 15th, authorities in Baja California Sur are taking proactive measures to prepare for potential disasters. The state government has activated the DNIII-A plan, a civilian disaster relief plan that involves the participation of 3,000 military personnel.

While there is no indication yet that a hurricane has formed, officials are anticipating the first cyclone of the season and gearing up for its possible impact. Baja California Sur is one of the most affected states in Mexico by hurricanes, with a 13.8% impact recorded over previous years.

Undersecretary of Civil Protection Héctor Amparano Herrera revealed at a national meeting that the state’s vulnerability to cyclones is a major concern. In anticipation of potential emergencies, military personnel participating in the DNIII-A plan will conduct reconnaissance in flood-prone areas and be prepared to intervene in case of an emergency.

The Pacific hurricane season is expected to bring 10 hurricanes and 18 storms to the region from Chiapas to the Baja California Peninsula over the next six months. The DNIII-A plan aims to protect citizens in vulnerable areas, ensuring their safety during tropical storms, cyclones, and hurricanes.

In addition to its focus on the Pacific, authorities are also monitoring the Atlantic Ocean for potential cyclones. According to the National Meteorological Service, 13 to 17 tropical cyclones are expected on the Gulf of Mexico this season, including 7 to 9 cyclones, 3 to 4 Category 1 and 2 hurricanes, and 3 to 4 potentially catastrophic Category 3 to 5 hurricanes.

As the hurricane season begins, authorities in Baja California Sur are working closely with federal agencies and other stakeholders to ensure a coordinated response to any potential emergency. With its history of vulnerability to cyclones, the state is taking no chances as it gears up for another potentially intense Pacific hurricane season.
