156th anniversary of the establishment of the Congress of Hidalgo

The Congress of Hidalgo commemorates its 156th anniversary this May 16, the date on which the first Constitutional and Constituent Congress, composed of 11 legislators, was established in 1869. This event marked a key moment in the state’s political organization.

Currently, the Congress is unicameral, with 30 deputies: 18 by relative majority and 12 by proportional representation. Its sessions are held in the Plenary Hall of the official building, located in the city of Pachuca de Soto, with three-year legislative terms.

In its first session, held on May 16, 1869, at 10:30 a.m., Representative Ignacio Durán proposed receiving the then provisional governor Juan C. Doria, an act that formally declared the Legislative Branch of the newly created state of Hidalgo.

At that time, a two-year term was established for each Legislature, with no restrictions on reelection. Two ordinary sessions of 64 days each were also established, and a Permanent Delegation was established for recesses, composed of three regular deputies and two alternates.

The first venue was the Vera Cruz Chapel. Subsequently, from 1881 to 1943, sessions were held in the Bartolomé de Medina Theater. To commemorate the 150th anniversary celebrated in 2019, the following legend was inscribed in gold letters on the wall of the building: “2019, 150th anniversary of the first Constitutional and Constituent Congress of the Free and Sovereign State of Hidalgo.”

Throughout its history, the Congress of Hidalgo has been a pillar in the creation of laws that govern the social, economic, and political life of the state, adapting to the needs of the population.
