Chiapas, Oaxaca, and Guerrero, the states with the highest labor poverty in Mexico

By the first quarter of 2025, an improvement in the level of working poverty was recorded in Mexico, with 33.9% of workers living in this situation.

Working poverty refers to the number of workers—formal and informal—whose income is insufficient to cover the basic needs of the population.

Chiapas ranked as the state with the highest level of working poverty, with 59.2% of its workforce living in this situation, according to the State Workplace Poverty Indicator (SEM), Mexico, How Are We Doing?

Oaxaca, Guerrero, Veracruz, and Zacatecas rounded out the top five states with the highest level of working poverty. In contrast, Baja California Sur was the state with the lowest level of working poverty, at 12.8%.

This measurement was carried out by the National Council for the Evaluation of Social Development Policy, which was dissolved and its powers transferred to INEGI (National Institute of Statistics and Geography). Despite this, the organization México, ¿Cómo vamos? (Mexico, How Are We Doing?) continues to monitor this indicator.
