With an investment of 35 million pesos, the State Government inaugurated the Animal Welfare Clinic in the community of Santa María Texcalac, municipality of Apizaco, which will provide comprehensive, low-cost care to animals from any of the state’s 60 municipalities.
During the opening ceremony, Governor Lorena Cuéllar Cisneros explained that for the first time, these comprehensive services for companion animals will be offered, including emergency services, surgery, X-rays, laboratories, a quarantine area, a pharmacy, grooming services, an adoption room, and, of course, training services, which represents the beginning of a new journey for animals.
She stated that this clinic, and animal care in general, was something that the public had been asking for, as they had been making this request during her visits. This request has now been met with the construction and implementation of this facility, which was made possible thanks to the participation of her entire administration, as well as the mayors and other officials.
She acknowledged that it may be difficult for the government to be sensitive to animals, but one of her commitments was to address this issue, as people must have a suitable place to take their pets. This is a reality with this clinic, which marks a cultural transformation and recognizes that well-being can be not only for a few, but for everyone.
We must care for the most vulnerable, which is why I am grateful for the voices of our children and youth in Tlaxcala who reaffirmed their compassion to develop a public policy to care for animals, because caring for them is caring for the soul of our people.
In addition to the above, she emphasized that at the same time they also launched the state’s first animal rescue unit, which is equipped and ready to respond to emergencies. At the same time, she gave several rescuers nearly two tons of animal food, thereby recognizing the work they do daily to save homeless dogs and cats.
He emphasized that this clinic also reflects the heart of Tlaxcala, a people who understand that ethics and social responsibility grow deeper when they are born from love and a commitment to caring for animals, those companion animals who are also part of families. This clinic is also part of his government’s commitments.
For his part, the head of the Ministry of Infrastructure, Rubén Hernández Tapia, explained that the Animal Welfare Clinic is a space born from an urgent need to guarantee access to quality veterinary services, promote a culture of responsible sterilization, and, above all, combat abandonment. Therefore, “today we are not only inaugurating a building with modern infrastructure and trained personnel, but also a new commitment to the lives and dignity of our companion animals, who deserve respect and care.”

He explained that the building consists of three buildings, one of which measures 579 square meters and houses the administrative offices, reception, lobby, storage room, cleaning room, and common area. Building B, which measures 312 square meters, includes an X-ray lab, pharmacy, consulting rooms, two operating rooms for hospitalization, stretchers, aesthetics, and sterilization, among other facilities.
In addition, he added that Building C, measuring 1,131 square meters, includes living rooms, bedrooms, a general storage room, and a cleaning area, as well as complementary spaces such as a playground for dogs, a control booth, a machine room, and a parking lot. All of this is located on a 5,220 square meter plot of land, which was funded by the state ISR program.
She also acknowledged that the construction of this space reflects efficient and responsible management of the resource, as Governor Lorena Cuéllar Cisneros has been a fundamental ally in this project and for all those seeking to improve Tlaxcala, such as civil animal welfare organizations, whose commitment and demands have been driving change.
On the other hand, Estefany Pérez Bustamante, Animal Welfare Coordinator, stated that the construction of the clinic is a commitment fulfilled by the State Governor, a commitment she made since she was a candidate for local government, as she showed interest in the issue of animal welfare from that moment on, after many authorities had ignored this situation.
He revealed that in two years of operation, this agency has performed thousands of sterilizations on dogs and cats in more than 300 events in different municipalities, in addition to providing more than 5,000 free veterinary services during animal welfare events in more than 30 municipalities, and also implementing a home veterinary care program for people with disabilities or who are elderly.
There is no longer an excuse for our animals to be in poor health, nor is there any excuse for people to have animals in deplorable health conditions; Now the government is providing it, in partnership with the governor, under the Veterinarian in Your Home program, the only format in the country.

She also noted that they have given awareness talks at different educational levels, as well as registered more than two thousand animals on the Unique Pet Registration Code platform, which was created thanks to the Polytechnic University of Tlaxcala and is free for all municipalities. They also have 25 collaboration agreements with different municipalities, which allow them to reach different communities and care for companion animals, as well as having achieved more than 250 responsible adoptions.
“The only thing I wish is for the people of Tlaxcala to remember and keep in mind that a woman was the first in the state’s history to decide to work and allocate a budget for animals. That thanks to her, animal welfare was first addressed in the State Development Plan, and that this clinic and everything related to animal welfare in Tlaxcala is a project that was worked on with all my heart,” he emphasized.

Later, Pedro Aquino Alvarado, head of the Ministry of the Environment, asserted that this clinic is first-class and like few others in the country. It is also a fulfilled promise by Governor Lorena Cuéllar Cisneros, who praises the work of rescuers, brave men and women with a vocation to serve these creatures who speak a different language. Now they will have a space where they can receive quality, hygienic care with the guarantee that the staff is trained to provide it.
However, she urged those who work at the clinic to provide quality care and service, because while animals don’t speak the same language as people, they do deserve care and service, which this facility will provide.
