With an investment of 23 billion pesos from the State, the Civil Force has become the best police force in Mexico, and we are seeking to replicate it nationwide, said Governor Samuel García during the graduation ceremony for the Initial Training Course for the Civil Force Police.
“To the cadets graduating today, let me tell you how we got here. Three years ago, we came to power, and the main problem the citizens were asking us to resolve was, by far, and first and foremost, public safety, an issue that concerns not only Nuevo León but the entire country,” the president stated in his message.
After visiting police stations, reviewing precautionary measures, and all the institutions involved in public safety in the State, he added, the conclusion was reached that a major reform was required beyond the agencies.
Thus, on October 1, 2022, at the proposal of the Executive Branch, the State Congress promulgated the new Constitution of Nuevo León, which in its Articles 20 and 21 creates the new Civil Force.
“In these three years, the State Government has invested 23 billion pesos, more than a billion dollars, in the New Civil Force to make it the best police force in Mexico.
“What I’m telling you is not the words of your governor; it’s recognition from federal authorities, the Army, and experts, who have indicated that the New Civil Force model should be replicated throughout the Republic.”
He recalled that when he came to power, the New Civil Force had 4,000 members; with those who graduated this Thursday, the number increased to 6,000.
“And the goal is that by the end of this six-year term, the New Civil Force will have 7,000 members, the most trained and best-paid in all of Latin America,” he added. “The New Civil Force today has its air division… we went from zero to 10 helicopters, and not just any helicopter without a Blackhawk, which today helps us protect our state from the air.”
“Our New Civil Force has its new armored division to protect those who care for us. Today it has 90 Black Mambas that are used to confront organized crime and ‘artisanal monsters.’”
Cadets Sworn In
As part of the commitments to guarantee the safety of the people of Nuevo León, García led the graduation ceremony for 363 cadets from the Initial Training for Civil Force Police.
At the event held at the Rayados Stadium and accompanied by the head of the Civil Force, Gerardo Escamilla, the state leader swore in the new members of the force, who seek to continue offering the best response capacity in emergency situations and combating crime.
During the ceremony, 10 awards were presented for Service, Discipline, Leadership, Academic Merit, and Esprit de Corps.
“This effort is not focused solely on an international event. It’s about building a modern, professional, and reliable police force that will serve the people of Nuevo León every day and for many years to come,” Escamilla stated.
The graduating class of 363 cadets is part of the strengthening of security strategies to increase operational presence in rural and urban areas, ensuring a better response capacity to emergency situations and combat crime.
This graduation reaffirms the State’s commitment to continue strengthening security with trained, honest officers committed to the peace and tranquility of Nuevo León’s families.
