As of Sunday, October 12, 2025, 48 people have died from the intense rains recorded between October 6 and 9 in five states across the country. Another victim was confirmed in Puerto Vallarta, Jalisco, after several canals overflowed due to the remnants of Tropical Depression Raymond.
According to the latest report from authorities, the states most affected are Veracruz, Puebla, Hidalgo, Querétaro, and San Luis Potosí, although no human losses were reported in the latter. The rains also caused damage to homes, roads, and electrical grids, as well as the evacuation of thousands of people to temporary shelters.
According to the Mexican government report, released on October 12, the previous death toll was 47: 18 in Veracruz, 12 in Puebla, 16 in Hidalgo, and one in Querétaro. With the confirmed death in Puerto Vallarta, the total death toll rises to 48.
Sergio Ramírez, director of the Jalisco State Civil Protection and Firefighters Unit (UEPCBJ), reported that in Puerto Vallarta, more than 1,200 homes have been damaged, one has died, and one soldier has been injured by an electric shock.
The most affected areas are the Ixtapa, Cañadas, Mojoneras, Bobadilla, La Floresta, Portales, and Parque Las Palmas neighborhoods, where overflows were reported in the Virgen, Contentillo, Rastro, Poetas, Villas Universidad, Mojoneras, and CUC canals.
Civil Protection brigades and Army personnel are working to remove mud, dredge and clean channels, and assess damage to homes and businesses.
The federal government, at the direction of President Claudia Sheinbaum Pardo, is maintaining personnel from the Ministry of Energy, the Ministry of Tourism, the National Guard, the Ministry of Communications and Transport (SICT), the Ministry of Energy and Mines (Conagua), and state and municipal authorities to assist the affected population.
As of Saturday afternoon, 146 temporary shelters were active in the five states, housing 5,448 people. In Veracruz, 29,267 homes were affected and 81 towns were cut off, while efforts to restore basic services and rehabilitate roads continue in Puebla and Hidalgo.
The Federal Electricity Commission (CFE) reported significant progress in restoring electricity service, averaging over 70%. The Ministry of Infrastructure, Communications, and Transportation (SICT) is working to reopen roads affected by landslides and mudslides.
Inter-institutional Coordination
The government emphasized that more than 6,000 federal personnel are being deployed, supported by heavy machinery, aircraft, mobile kitchens, water treatment plants, and specialized equipment, to accelerate recovery in the affected areas.
Likewise, cleaning, dredging, and sanitation efforts in streets, homes, schools, and public spaces have been intensified to allow census taking and the delivery of aid to affected families.
