David Colmenares Páramo, head of the Superior Audit Office of the Federation (ASF), presented the second set of audit results corresponding to the 2024 Public Accounts, the final year of Andrés Manuel López Obrador’s (AMLO) administration, which detected irregularities totaling nearly seven billion pesos.
In this release, irregularities totaling six billion 199 million pesos were identified, of which one billion 38 million have been recovered and five billion 161 million remain pending clarification.
Where were the irregularities detected?
89% of the irregularities detected correspond to federalized resources, that is, funds managed by state and municipal governments.
Of these, four billion 6 billion pesos were observed in 356 audits, mainly in the health, education, and infrastructure sectors in marginalized areas.
States such as Veracruz, Hidalgo, Chiapas, and Durango stand out for the volume of irregularities found.
On the other hand, the remaining 11% of the observations are attributed to the federal government. Within this segment, the Judiciary accounts for almost half of the irregularities, with 272 million pesos pending clarification. Other federal agencies also present inconsistencies, although to a lesser extent.
Reactions and demands from legislators
During the presentation of the reports in the Chamber of Deputies, legislators from various parties expressed their concern about the magnitude of the irregularities and urged the ASF to accelerate the oversight and sanction processes.
Javier Herrera, president of the Oversight Commission, requested that each audit not remain merely a document, but rather translate into concrete actions to correct and improve public management.
Emblematic projects under scrutiny
Among the most notable cases is the Texcoco Lake Ecological Park, built on the site of the canceled New Mexico City International Airport (NAICM).
The ASF detected an alleged diversion of 62.7 million pesos in overpayments for unexecuted works, specifically in the construction of roads.
This contract was awarded to Reocon Infraestructura Terrestre, a company created in 2023 by Humberto Armenta, a businessman close to the López Obrador administration.
To date, the ASF has recovered more than one billion pesos as a direct result of its intervention in the audit process. Furthermore, it is estimated that the final report on the 2024 Public Accounts will be presented in February 2026, once all relevant audits and clarifications have been completed.
The Audit Office has also announced the incorporation of artificial intelligence into its audit processes to improve the detection of irregularities and optimize the use of resources in future audits.
This oversight exercise underscores the importance of transparency and accountability in public management, especially in the final year of a government’s term, where oversight and control of resources must be a priority to ensure the proper use of public funds.
