Former governor of Tamaulipas, Cabeza de Vaca, renounced his citizenship and protection in the US in 2001

Former Tamaulipas Governor Francisco Javier García Cabeza de Vaca formally renounced his U.S. citizenship and any foreign legal or diplomatic protection, according to an official document released Wednesday.

The information was revealed by Morena party congressman Sergio Gutiérrez Luna, who explained that the document came to light when Cabeza de Vaca attempted to regain a federal congressional seat through an injunction granted by a federal judge.

According to the congressman, the former governor himself submitted the document to the National Electoral Institute (INE) in 2024, when he sought to assume a seat through proportional representation with the National Action Party (PAN).

“Here is the document I presented this morning regarding the spontaneous declaration made by Cabeza de Vaca and submitted to the INE (National Electoral Institute) in 2024, when he was running for federal deputy through proportional representation for the PAN (National Action Party), in which he renounces allegiance to the United States government, foreign laws, and any treaty or convention that protects foreigners,” the congressman stated.

He added that last week, García Cabeza de Vaca lost an appeal seeking to halt arrest warrants that remain in effect and were issued by judges in the State of Mexico. He also noted that Judge Alvarado López, who, he said, had favored the former governor with rulings for several years, was disqualified from the case.

Gutiérrez Luna accused the former governor of allegedly operating a judicial protection scheme involving federal judges, ministers, and magistrates, coordinated by lawyers Juan Ramón Collado, Coello Trejo, and Juan Pablo Coello Suárez, who, he asserted, were paid more than 15 million pesos for his defense.

“We have been pointing out for several years that Cabeza de Vaca is a person who has done a lot of damage to Tamaulipas. Complaints have been filed in various courts, these complaints are being processed, and we have seen that some injunctions are being resolved. He had a corruption and protection scheme involving federal judges, ministers, and magistrates, coordinated by his law firm, Coello Trejo and Coello Suárez, to whom he paid more than 15 million pesos,” he stated.


Francisco García Cabeza de Vaca, born on September 17, 1967, in McAllen, Texas, to Mexican parents, reportedly applied for a Certificate of Mexican Nationality by Birth from the Ministry of Foreign Affairs (SRE) in 2001.

In that document, dated July 23, 2001, Cabeza de Vaca declared his express renunciation of “all submission, obedience, and loyalty” to any foreign state, particularly the United States, as well as to any protection that its laws or authorities might offer him.

With this procedure, he opted to retain only his Mexican nationality, in accordance with Article 30 of the Political Constitution of the United Mexican States and the Nationality Law.
