Alejandra Pulido Briseño, a former PAN (National Action Party) official in the municipality of Querétaro, was included on the list of narco-politicians after her alleged involvement in a transnational mercury trafficking network controlled by the Jalisco New Generation Cartel (CJNG) was revealed.
According to the Narcopoliticians website, the investigation presented by the Environmental Investigation Agency (EIA) indicates that Pulido Briseño operated as an associate and facilitator for the criminal organization that extracts the mineral from the Sierra Gorda Biosphere Reserve and smuggles it to South America, generating billions of dollars in profits.
The EIA investigation, conducted by an organization dedicated to exposing environmental crimes globally, states that this network has operated with the complicity of Mexican politicians, directly identifying the former Secretary of Administration for the municipality of Querétaro.
The EIA identified Juan José Zamorano Dávila, the romantic partner of PAN party member Alejandra Pulido Briseño, as the leader of the illegal mercury mining network.
According to the report, Zamorano Dávila oversees the purchase of liquid mercury from artisanal miners in the Sierra Gorda region, concealing the material in gravel sacks to illegally transport it to Mexican ports and ship it with false declarations to countries such as Bolivia, Colombia, and Peru.

“According to the investigation, the head of the trafficking network is Juan José Zamorano Dávila… Zamorano told investigators that he has been involved in mercury smuggling for more than 10 years, first from Mexico to Panama, then to India, and now to Bolivia, Colombia, and Peru,” Narcopolíticos reported.
The investigation documented, through videoconferences and undercover interviews, that the network leader introduced the former PAN member as his partner in smuggling operations, which have spanned more than a decade and have moved approximately 200 tons of illegal mercury.
“Zamorano’s current partner, Alejandra Pulido Briseño, is a former PAN member. According to the EIA findings, Pulido is aware of the overall smuggling operations and Zamorano’s role,” Narcopolíticos reported.
The EIA report warns that the CJNG directly controls at least five mines in the Sierra Gorda Biosphere Reserve, an area protected by the United Nations Educational, Scientific and Cultural Organization (UNESCO):
“Cristo Vive”
“La Fe”
“El Mono”
“La Peña”
“La Perla”
During their fieldwork, investigators witnessed the presence of individuals with high-caliber weapons and the construction of military fortifications at the sites allegedly controlled by the cartel.
