A councilwoman from the municipality of Apan, Hidalgo, has been formally charged; she is accused of procedural fraud and using false documents.

For the crimes of procedural fraud and use of falsified documents in a conflict related to the possession of communal lands in the community of Espejel, councilwoman Inés “N” of the municipality of Apan was formally charged.

According to the Hidalgo State Attorney General’s Office, the councilwoman attempted to register herself as the legal representative of a property located in the Espejel Ejido (communal land), for which she went to the National Agrarian Registry to obtain a land certificate.

The councilwoman attempted to obtain the document with an allegedly falsified assembly record, which would have recognized her as a resident, leading to a criminal complaint filed with the state Attorney General’s Office.

Two other individuals, identified as Manuel “N” and Gerardo “N”, are also implicated in these events and are facing criminal charges for their alleged participation in this attempted fraud.

According to the investigation, the councilwoman allegedly attempted to seize the property using altered documents with forged seals and signatures, with the aim of taking possession of at least 10 hectares of land.

The initial hearing was held on March 9, during which precautionary measures were imposed prohibiting the defendants from approaching the victims, witnesses, and their homes.

Subsequently, on March 15, the hearing continued, and the three defendants were formally charged.

A three-month period was also established for the supplementary investigation, during which both the defense and the plaintiff may submit new evidence in the proceedings.

This conflict has generated discontent among the ejido members in the area, who have also reported intimidation within the ejido.
