The governor of Veracruz, Rocío Nahle García, announced that Xalapa will launch a new public transportation system with 60 buses, which could begin operating between September and October 2026.
The project will be implemented under a coordinated scheme with concession holders, similar to the Ulúa and Quetzalli systems, without replacing the current transportation providers.

“It will be managed the same way as the Ulúa and Quetzalli systems… the concession holders will continue to have their vehicles and their routes, and this is a parallel transportation system,” the governor explained.

She detailed that the first phase involves incorporating 60 buses while technical and operational aspects of the system are finalized.

“We would start with 60 vehicles for Xalapa,” she stated.

The buses will be approximately nine meters long, allowing them to operate on various roads; however, she acknowledged that not all routes will be suitable for this type of transportation.

“They are 9 meters long, and for certain routes, there will be others where they won’t be able to operate,” she noted.

Nahle García explained that the project is still in the pre-contracting phase, so delivery times will depend on signing the contract with the supplier.

“We would be talking about September-October, because they give us a delivery time of four months after signing the contract,” she specified.

She also reported that a traffic study has been requested to analyze the feasibility of implementing this system in Poza Rica, where transportation services currently rely mainly on taxis and shared taxis.

“A traffic study has to be done… for Poza Rica, if it’s feasible, great, we’ll do it,” she added. The new system aims to expand public transportation options in Xalapa using a model already operating in other cities in the state, in coordination with the concessionary sector.
