A French woman has been hospitalized for three weeks after suffering a hip fracture. Concerned citizens state that she has received no support from her consulate and has been unable to access the surgery she needs.

Playa del Carmen (Marcrix Noticias) – Martine Ragné, a 76-year-old French citizen, has been hospitalized for three weeks at the IMSS-Bienestar Hospital in Playa del Carmen following a hip fracture sustained in an accident while walking along Fifth Avenue.

According to those close to her, the incident occurred when she tripped over a dog’s extended leash. Although the dog’s owner reportedly offered to cover medical expenses, she allegedly left the scene once the patient had been taken away by ambulance.

Since then, the elderly woman has remained hospitalized without receiving the necessary surgery. According to her companions, the hospital lacks the equipment and the specialist required to perform the procedure, and a transfer to another medical facility has not yet been arranged.

The situation is complicated by the fact that the patient is a foreign national; she lacks valid identification documents and a CURP (Unique Population Registry Code), and has no close family in Quintana Roo to support her. Although she owns property in Mexico City, she currently lacks the funds to pay for care at a private hospital.

Citizens following the case noted that they requested assistance from the French Consulate to locate Martine Ragné’s relatives and process the documentation needed to facilitate her medical care. However, they claim that the diplomatic mission has not intervened effectively; despite communicating with the patient, the consulate has not taken steps to resolve her situation.

Those visiting her also expressed concern regarding her emotional and psychological decline; she remains virtually cut off from the outside world due to hospital restrictions on cell phone use and the prolonged period she has spent bedridden. Given this situation, they called upon French consular authorities to locate the patient’s relatives on humanitarian grounds and arrange her transfer to a hospital where she can undergo the necessary surgery as soon as possible.
