The detention of Said de Jesús N., municipal president of Tepeyahualco, once again put the municipal governments of Puebla under scrutiny. With his arrest, carried out on September 4, there are now six mayors detained in the state since 2024, while a seventh mayor remains a fugitive from justice.
The cases involve municipal presidents from different political parties, although it stands out that four of the six detained mayors were nominated by Movimiento Ciudadano (MC) during the 2023–2024 elections. The investigations are related to crimes ranging from weapons possession to abuse of authority, bribery, kidnapping, and extortion.
Said de Jesús N. — Tepeyahualco
The most recent case involves Said de Jesús N., who was taken into custody by agents of the State Attorney General’s Office (FGE) in San Juan Xiutetelco. The mayor is being investigated for abuse of authority and bribery, a situation that led to his arrest on September 4.
His arrest made Tepeyahualco the sixth municipality in Puebla whose sitting president has been detained during this period.
Uruviel González Vieyra — Chalchicomula de Sesma
Before this case, one of the episodes that attracted the most attention was the detention of Uruviel González Vieyra, municipal president of Chalchicomula de Sesma, also known as Ciudad Serdán.
The mayor was arrested on March 7, 2025, along with his brother Giovanni González Vieyra, during an operation related to the possession of weapons reserved for the exclusive use of the Army. Both had returned to the mayoral offices as candidates for Movimiento Ciudadano.
Giovanni González Vieyra — Tlachichuca
That same operation ended with the arrest of Giovanni González Vieyra, mayor of Tlachichuca and Uruviel’s brother.
His detention is part of the three cases involving members of the González Vieyra family, who governed municipalities in the region and had been nominated by MC to continue leading their respective municipal governments.
Ramiro González Vieyra — San Nicolás Buenos Aires
The third brother, Ramiro González Vieyra, then municipal president of San Nicolás Buenos Aires, was also implicated in the investigation.
He initially managed to escape during the operation, but was arrested on May 29, 2025. He subsequently obtained temporary release and was arrested again in March 2026, meaning his case has been added to those of his two brothers on the list of detained mayors.
Gerardo Cortés Caballero — Cuautempan
In Cuautempan, municipal president Gerardo Cortés Caballero, who was nominated by Morena and the PT, left office in May 2025 after authorities searched one of his homes and there was an arrest warrant against him.
After remaining out of the authorities’ reach for nearly nine months, he was located and arrested on February 3, 2026, in Tlaxcala. The accusations against him include extortion, kidnapping, organized crime, and drug dealing.
Juan Pérez Moral — Tianguismanalco
The sixth case involves Juan Pérez Moral, mayor of Tianguismanalco, who was arrested on August 17, 2026, following an accusation of rape against a municipal employee.
After his arrest, he requested a leave of absence from office, and his position was taken over by his son, Juan Pérez Rosas, who had been registered as the alternate candidate on the 2024 electoral slate.
Alfredo Ramírez Hernández — Ahuazotepec, the mayor who remains a fugitive
While six municipal presidents have already been detained, the case of Alfredo Ramírez Hernández, mayor of Ahuazotepec, remains pending.
The mayor, nominated by the PAN, PRI, and PRD, escaped in May 2025 during a search related to an investigation into extortion. One month later, he requested a permanent leave of absence, but to date he has not been located by authorities.
