Alleged network of fake companies in Yucatán invoices for Mayan Train

A network of companies that allegedly simulate works and do everything, whose partners are politicians accused of irregular operations, invoiced works to the Mayan Train.

A network of companies allegedly simulating works, whose activities range from marketing to administrative services, billed for alleged work on the Mayan Train, at least during the last two years.

The firms, identified for possible improper operations, belong to a group of politicians from Yucatán who have been referred to in alleged cases of corruption.

In this conglomerate it acts through alleged subcontracting and is related by exchange of bank transfers. Gimer Augurio Piña Herrera, general secretary of the Employers’ Union Sinergia Empresarial SP, participates as director of operations, who has been close to governors such as the PRI members Ivone Ortega Pacheco and Rolando Zapata Bello.

Likewise, they have as possible partners Mauro Villalobos Villegas, Martín Medina Sonda and José Manuel Sáiz – who was accused of allegedly diverting more than 2.6 billion from the government of Tabasco, and from whom 88.5 million pesos were confiscated on May 22, 2013 in cash in the warehouse of a spare parts store in a community in Nacajuca, and was subsequently imprisoned for embezzlement–, based on information obtained by EMEEQUIS.

Settlement between companies.

On November 7, 2022, Espacio de Oportunidades en Desarrollo SC de RL de CV, a company that is part of this network, prepared invoice folio 541 in favor of Fix Repair Company S de RL de CV, a company that belongs to the same group of interest, with the concept “finalization of the Mayan Train structural project for the Boca del Cerro station”, for an amount of 234 thousand pesos, including Value Added Tax (VAT). 

Espacio de Oportunidades en Desarrollo, whose tax regime is that of Cooperative Production Societies that choose to defer their income, issued a series of invoices to related firms, such as the tax folio with ending DC8A1 for People Connect, for “advice on the management of marketing and advertising”, for 289,453.23 pesos.

Another invoice, “sales and marketing commissions,” for 68,862.32 pesos, was issued in favor of Beachmore Creative.

Among the issuance of invoices between companies are, always issued by Espacio de Oportunidades en Desarrollo SC de RL de CV, for ISNESS, for the concept “administrative services for business operation” (55 thousand 628.75 pesos); to Fix Repair Company, for 330 thousand 589.71 pesos, for design and supervision.

These are part of the series of identified companies that belong to the same actors, among which are also Oportunidades Especializada NUD, in the name of a person who accuses identity falsification so that it was established.

Sinergia, Enlaces de México, Espacio de Oport en Desarrollo, Jufred (Líderes en Consult), Cooperativa San José, Arca, Solare, Beachmore Creativa, Consultores Vitab and Federación Vitab are other related firms. 

A series of Banregio transfers to which EMEEQUIS had access also show the movements that Espacio de Oportunidades en Desarrollo made towards the companies in the network, which amount to 58 million pesos, between November and December 2022 alone.

Among these, one to Fix Repair Company through a Spei transfer to an account in Santander, and another to Itza Servicios Técnicos Operativos, for “invoice payment” concept.

The operations, based on sources consulted under confidentiality, could be related to the ongoing electoral processes, due to the dispersion of unverified services among related parties.
