In Baja California, an increase in the perception of insecurity was detected at the hyperlocal (neighborhoods and localities), municipal and state levels, according to the National Survey of Victimization and Perception of Public Security (ENVIPE) 2024, of the National Institute of Statistics and Geography (INEGI).
The objective of the ENVIPE is to obtain information about citizen perception of public security, the performance of the institutions in charge of this matter and justice.

For the 2024 edition, INEGI conducted the survey between March 4 and April 26, with interviews with 2 million 767 thousand 916 people over 18 years of age in Baja California.
In general, the ENVIPE resulted in an increase in the perception of insecurity at the hyperlocal (neighborhoods and localities), municipal and state levels compared to the survey conducted the previous year.
In 2023, INEGI recorded that 68.5% of respondents perceived insecurity in Baja California, while for the current year it increased to 73.5%, which represents an increase of 5 percentage points.
However, the most significant increase was recorded at the municipal level, where the population that perceives insecurity was 65.5% in 2023 and increased to 72% in 2024, equivalent to 6.5 points more.

Regarding the hyperlocal level, where the population was questioned about their perception of security in their neighborhood and locality, 37.2% said they felt insecure, 2.2 percentage points more than those registered in 2023.
For the survey, INEGI also questioned citizens about the issues that most concern them. Insecurity was the main problem selected and was pointed out by 68.8% of the population.
It was followed by price increases, with 38.1%; corruption, with 32%; drug trafficking, with 27.4%; health, with 26.5% and lack of punishment for criminals, with 26.1%.
Regarding insecurity in public spaces, 67.8% of the population in Baja California indicated that they perceive it on the roads; 64.4% at ATMs located on public roads; 58.6% on the street and 53% in bank facilities.
On the other hand, as places with the best perception of security, 79.5% of the population pointed to their home; 77.5% their workplace; 74.8% their school and 74.7% shopping centers.
ENVIPE also asked citizens about the activities they stopped doing due to insecurity. 61% of the women interviewed reported having stopped leaving their homes at night due to fear of being victims of a crime.
Overall, 72.2% of those interviewed perceived themselves as potential victims of at least one crime.
