The Jalisco New Generation Cartel (CJNG) and the Sinaloa Cartel (CDS) are the criminal groups that ‘rock the cradle’ and dominate illicit businesses in the states of Puebla and Tlaxcala, according to a report from the federal government.
On the eve of the inauguration of President Claudia Sheinbaum Pardo, the federation released the ‘Security Strategy for the First 100 Days’, prepared by the Ministry of National Defense (Sedena), the Ministry of the Navy (Semar) and the Ministry of Security and Citizen Protection (SSPC).
In that report, three short-term objectives were proposed to achieve the pacification of the country: reduction of the incidence of intentional homicides and high-impact crimes; improvement of citizen perception of government support in the face of violent acts; and neutralizing generators of violence and criminal networks.
The federation also proposed to immediately address three “red flags” in the country: reduction of high-impact crime in the 10 municipalities with the highest number of intentional homicides, attention to security in Chiapas and attention to extortion in the lemon production cycle in Michoacán.
Although Puebla and Tlaxcala were not included in the actions of immediate interest, it was noted that the dominant “transnational criminal group” is the CJNG, but they are represented by different blocks: cells of Colombians and Venezuelans for the Puebla municipalities and Pura Gente Nueva of Los Zetas for the Tlaxcala territory.
However, there was also a warning about the presence of groups aligned with the Sinaloa Cartel in both entities, which would lead to the executions, disappearances and kidnappings that have occurred in recent weeks, mainly in the border area.
The proposal of the federation to solve this problem is to coordinate the inter-institutional presence in areas and times of greater incidence; a program to address extortion and floor collection; promotion of citizen complaints; citizen disarmament program through payment for weapons; administrative verification at red points (chef shops and bars); operations to detect stolen cars and inspection of motorcycles; and integration of social programs with citizen participation.
Governor rejects his presence
The governor of Puebla, Sergio Salomón Céspedes Peregrina, rejected that in the state there are operations of criminal groups such as the Jalisco Nueva Generación Cartel (CJNG) or the Sinaloa Cartel (CDS).
The governor said in an interview that there are profiles that say they belong to these groups, but from the state Public Security Secretariat (SSP) and the State Attorney General’s Office (FGE) there are no reports on this matter. He even stated that the state is a safe place to live.
“We do not have that data, we do not have it on record. Of course there are those who consider themselves part of it, we do not have anything as such established, the fight against crime is a constant but the quality of life that Puebla has is not enjoyed in many places,” he said.
