Vehicle ownership tax will return to the state of Guanajuato starting in 2025, as stipulated in the Fiscal Package for the coming year for this entity.
Guanajuato, which eliminated ownership tax since December 2018, will impose the tax again due to a decrease in the federal budget allocated to this state, according to El Sol del Bajío.
However, ownership tax will not apply to all cars. In 2025, only cars with an invoice value of more than 450,000 pesos will pay it, and this price barrier will be gradually reduced each year until all cars over 250,000 have to pay.
Vehicle ownership tax in Guanajuato: who will pay each year?
The cost of the new ownership tax in Guanajuato will range between 3 and 6 percent of the vehicle value, according to the state’s Finance Secretariat. Discounts of up to 100% will be applied to this base amount depending on the car model, so according to official information, it would only be charged from 7,000 pesos, surely for more recent and expensive vehicles.
This is a model similar to that of Mexico City, where the cost of ownership is calculated for each car based on the car model, invoice value, age and a depreciation factor. It is also usually considered from 3% of the car price, but there are frequent campaigns to receive subsidies.

The goal of the Guanajuato government is that from 2029 all owners of cars whose invoice value is greater than 250,000 pesos (not including VAT) pay the tax. Thus, the collection formula decided by the local government was as follows:

In 2024 there are only two new cars in Mexico that have a price of less than 250,000 pesos and that, therefore, would avoid paying a license in Guanajuato: Renault Kwid Intens (214,999) and MG3 (239,900). But by 2029, when the charge for these vehicles becomes effective, the prices of agency cars could be very different if the upward trend continues.
Among the dozen states that charge vehicle ownership are Mexico City, State of Mexico, Baja California, Nuevo León, Oaxaca and Guerrero, among others. They all have different operating rules and discounts that often forgive or subsidize ownership in its entirety.
