Tamaulipas’ international crossings are overwhelmed by kilometer-long lines of cargo transport units due to failures in the import and export documentation reception system.
Edgar Zamorano, Delegate of the National Chamber of Cargo Transportation (CANACAR) indicated that at this time, they are in a contingency not only in Nuevo Laredo, Matamoros and Reynosa but also in the majority of the country’s international crossings.
“We have a contingency at the national level since a temporary change of the systems is being made, the Federal Government notified us a month ago of this change since from February 8 to 15, but many of the companies are still not adequate and are looking for the correct documentation.”

He indicated that they are currently modulating in alternate systems such as the ANAM Digital Archives Repository (REPADI).
“Between the import and export modules they are trying to modulate, it is taking them a minute and a half for each unit to enter, however it is the arrival of the number of trucks that we have that is also causing problems since normally the trucks enter at a rate of 300 to 400 per hour, which is when we are operating normally.”
Zamorano highlighted that with the contingency the units have been accumulating, which have been there since Monday night so the drivers stayed to sleep on the Reynosa-Pharr International Bridge.
“Normally 3 thousand export trucks and 3 thousand import trucks cross, plus those that continue arriving at a rate of 600 per hour, this has caused the lines to go all the way to Rio Bravo, we are beyond the San Fernando-Matamoros Bypass and for the moment we are having the support of the State Highway Guard trying to coordinate so that the traffic starts to flow a little more.”
The CANACAR delegate explained that the system is being made more robust to try to give access to more infrastructure, however there are many conditions that are being applied for the delivery of documentation.
“It is part of the Single Window for Procedures of the Federal Government, these changes are at a central level, they are part of the movements that are being carried out by Customs to make a separation of the systems that the Secretariat of Tax Administration (SAT) and Customs had. SEDENA is not able to handle the inspections, on the American side it is alone, the Office of Customs and Border Protection of the United States can easily check, the problem is on the Mexican side.”
He commented that they do not know how long they will be operating with the old direct documentation system, so the economic damages for the transporters could be considerable.”
“We are in the high season for perishable goods, so there are long lines of thermo trucks, so far there is no loss of cargo, but there is loss of time, right now we are struggling because there are no conditions for the drivers to remain for a long time at the crossings, to stay hydrated, to be able to do their business, and many of them spent the night here,” he concluded.
