This Monday, in a working meeting of the Finance and Budget Commission in Congress, in which various opinions were approved, the modification to the Income Law 2025 of the municipality of Puerto Vallarta was approved, to include the fee equivalent to 1.25 times the value of the Measurement and Update Unit, which represents 141 pesos for foreign tourists.
Deputy Gabriela Cárdenas Rodríguez, president of the Commission, explained that they endorsed the request of the municipality that would allocate the resources to infrastructure improvements.
“Definitely, what we are ruling today is not unconstitutional, the first thing we did was seek to guarantee that it would not reduce Puerto Vallarta’s competitiveness. We consider that it is viable since the resources from this new right go to a trust that will be specifically destined to improve municipal public services and develop infrastructure for tourism,” she said.
It was approved with 10 votes in favor and two abstentions. In this way, the members of this legislative commission endorsed the request to modify article 80 Bis of the Income Law of the Municipality of Puerto Vallarta, to read as follows: “foreign individuals who enter the territory that includes the municipality of Puerto Vallarta, Jalisco, must pay for the use or exploitation of municipal services, goods and public spaces, a fee equivalent to 1.25 UMA (Unit of Measurement and Update) which will be valid for 365 days, from the date of payment, which will be personal and non-transferable.”
The amount of the fee indicated for this right must be paid to the Municipal Treasury or Treasury. Foreign girls and boys under 14 years of age, foreign persons with disabilities, tourist guides, tour operators, airline personnel, cruise ship personnel and workers in the tourism sector will be exempt from paying this fee.
In addition, the ruling states that foreign individuals who pay taxes locally through economic units that generate employment in the municipality of Puerto Vallarta, Jalisco, may request reimbursement of this right from the Municipal Treasury.
Once the ruling has been approved in committee, it still needs to be forwarded to the legislative plenary session.
