The proposal to be presented next week to the City Council will seek to establish an agreement with rescuers, veterinarians, and individuals or places where pets are adopted or purchased. The goal is to implant a chip in each pet, so that if the dog or cat is later found on the street, the owner will be fined up to 20,000 pesos.
Currently, the Municipality imposes fines of 40 UMAS (Unit of Measurement and Update) for abandonment, 70 UMAS for abuse with beatings, and 50 UMAS for neglect. Taking into account that the UMA is 113.14 pesos, this would be 4,540 pesos, 7,945 pesos, and 5,675 pesos, respectively.
CARE CENTER
Durango Mayor José Antonio Ochoa Rodríguez spoke about this proposal during the laying of the cornerstone of the new Animal Adoption Center, next to the Animal Care Center (CAAN).
He stated, “It’s unacceptable that a living being be treated this way,” and assured that there will be zero tolerance for animal abuse in the city, which is why animal rescue efforts will be intensified. A specialized hotline will also be launched for animal rescue and for reports of abuse reported by citizens, which will be handled by the Environmental Police.
RESCUEERS
Regarding the Adoption Center, although construction has just begun, work is already underway, with at least 100 dogs in the care of caregivers awaiting adoption, according to Councilwoman Verónica Terrones Romero.
For now, the sterilization campaign is underway and has worked very well, and more veterinarians have joined. In addition, the board will be able to inject resources, he specified. Both the proposed increased penalty and the strategies for the special line against abuse will be announced next week.
