Construction has already begun on an Animal Adoption Center in the capital, which will offer temporary shelter to all abandoned pets. The problem is that, although the center is not yet operational, rescuers are already overwhelmed.

Councilwoman Verónica Terrones Romero indicated that abandoned dogs continue to be reported daily and must be taken in by rescuers.

“That’s why we’re already working on an initiative to fine up to 20,000 pesos for those caught or discovered abandoning a pet,” she said.

The penalties imposed by the Municipal Environmental Department, which are included in the infraction notice, vary depending on the damage or the situation involving the pet.

Among the highest is abandonment, which is equivalent to 40 UMAs (Unit of Measurement and Update used to calculate the payment of fines, taxes, and other obligations), while abuse or beatings are 70 UMAs.

However, if an injury, mutilation, or death is involved, the case is referred directly to the State Attorney General’s Office. Regarding dereliction of care, this also depends on the offenses committed, but the highest penalty is 50 UMAs, whether for leaving the dog outside all day, not providing it with food or water, or not ensuring it is in a suitable, weather-protected location.

The temporary shelter for rescued animals is under construction. This project was selected among the winners of the 2025 Participatory Budget, receiving one of the most votes. This first Comprehensive Care and Adoption Center is designed to provide temporary shelter for rescued animals while they find a new home.

The facility will feature covered areas, patios, green areas, benches, sidewalks, and play areas, everything necessary to ensure the well-being of dogs and cats, as well as promoting responsible pet adoption.

In addition to the construction of the center, authorities have pledged to have zero tolerance for animal abuse.
