As part of the frontal fight against corruption ordered by Governor Salomón Jara Cruz, the Oaxaca government revoked Notary Public Number 15 from Alejandro Nassar Piñeyro, former private secretary to former PRI governor and now Morena party member Alejandro Murat Hinojosa.
This was announced by Legal Counsel Geovany Vásquez Sagrero, who stated that the notarial books and appendices are now in the possession of the General Directorate of Notaries and the General Archive of Notaries, and that their seal has been destroyed.
Thus, Nassar Piñeyro is prevented from continuing to perform notarial functions, and users are therefore urged to avoid potential fraud.
He explained that the Legal Counsel and Legal Assistance Office, in coordination with the General Directorate of Notaries and the General Archive of Notaries, revoked FIAT number 15, which had been granted to Guillermo Alejandro Nassar Piñeyro, because he failed to comply with several requirements. And he listed that his FIAT was revoked for “having resided in the state for at least 5 years; not having been declared bankrupt or subject to bankruptcy proceedings without having been rehabilitated; not having been dismissed from the practice of Notary Public within the Republic of Mexico.”
As well as not having practiced law for at least 1 year in any Notary Public in the country continuously and having at least 5 years of legal practice, counted from the date of the respective professional exam.”
It is worth mentioning that last Friday, March 28, specialized personnel visited the property located at 102 San Martín Street in downtown Oaxaca de Juárez to notify the Legal Counsel of the resolution of the ex officio administrative review procedure, which was instructed to study the irregularities that existed in the process by which he had been granted the notary office.
Given this situation, on March 31, Nassar Piñeyro, through a legal representative, went to the offices of the General Directorate of Notaries, where he delivered the The notarial books in his possession, appendices, and his seal were destroyed, prompting him to sign the closure order.
In October 2023, this notary office, handed over at the end of Alejandro Murat’s term—now a Morena senator—had already been intervened by the Legal Counsel’s Office, but at the time, a federal judge had granted a definitive suspension so that the Executive Branch would not rule on the nullity of the notary’s license.
However, this measure was revoked last month by the First Collegiate Court on Civil and Administrative Matters of Oaxaca; therefore, the definitive closure of Notary Office No. 15 was appropriate.
The agency informed the public that legal acts issued at the defunct Notary Office No. 15 are valid, but if a procedure remains unfinished, it will be followed up at the General Directorate of Notaries and the General Notary Archive, located in the Administrative City.
