His academic career includes positions as professor of economics and director of graduate studies at the UNAM School of Economics.
In the public sector, Ibarra Muñoz played key roles as an economist at the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, and as regional director in Mexico City.
His tenure at Nacional Financiera in 1976 catapulted him to the position of Secretary of Finance and Public Credit under President José López Portillo (1977-1982). During his tenure, he faced challenges such as the fall in oil prices and the economic crisis that marked that six-year term.
