At least ten criminal complaints have been filed in Hidalgo due to alleged mismanagement of federal funds from the La Escuela es Nuestra program, reported Abraham Mendoza Zenteno, the delegate for Well-being Programs.
The federal official considered this number low compared to more than two thousand schools benefiting from 569.3 million pesos this year, 2025, distributed throughout the state.
He noted in an interview with El Sol de Hidalgo that at least the cases have been committed in the Hidalgo capital, Pachuca, and that depending on the legal charge filed, the state or federal court will decide.
For example, if the Participatory School Administration Committee (CEAP) initiates a preliminary investigation against the contracted provider for noncompliance or any other alleged irregularity, then it constitutes a common-law crime.
Therefore, a report can be filed with the Public Prosecutor’s Office, part of the Attorney General’s Office of the State of Hidalgo (PGJEH).
However, when a member of the School Committee in charge of managing the program’s financial resources commits an alleged anomaly in the Majeño program, a criminal complaint is filed with the Attorney General’s Office (FGR).
In this latter case, it is due to the mismanagement of resources emanating from the federal treasury.
In response, the delegate, Abraham Mendoza, announced that the cases presented have been resolved quickly, especially when they involve ordinary jurisdiction, since the alleged perpetrator immediately corrects the shortcoming, thus resolving the issue.
He emphasized that this is not a common issue in the state, although there are registered cases.
Here, he stated, “I recommend that parents, when contracting a service, do so with trustworthy individuals who have established locations, regulated by the SAT (Tax Administration Service), to guarantee the legal acquisition and avoid any fraud.”
It is worth mentioning that in February of this year, 2025, the federal delegate announced that La Escuela es Nuestra (The School is Ours) will benefit 2,018 elementary and high school campuses.
March was the month designated for holding parent-teacher meetings at each school to determine both the composition of the Committee and the work to be carried out by majority vote.
