In the coming days, legislative discussions will begin to create the Undersecretariat of Police Intelligence and Investigation within the Secretariat of Security and Citizen Protection (SSPC), headed by Omar García Harfuch. This department will be the brainchild of the new national system against organized crime, according to projections by President Claudia Sheinbaum’s administration, which proposes a redesign of security in the country.
The debate will open from June to July in committees, followed by approval of the reform package by the Morena legislative majority. Final approval will be given in September, and then published next October in the Official Gazette of the Federation (DOF).
According to the project schedule, the Undersecretariat of Police Intelligence and Investigation will begin operations in November-December. “First national results report in January 2026.”
The Undersecretariat of Police Intelligence and Investigation is “a new civilian body that will coordinate all criminal intelligence in the country.”
The objectives of this area are to analyze data on crimes, people, telecommunications, vehicles, weapons, and illicit money. It will also design robust investigations to prosecute cases. It will plan operations together with the National Guard, prosecutors’ offices, and states, and oversee the legal use of information.
It will have a key structure that will perform criminal intelligence, police investigation, and tactical operations, with strategic analysis and legal data control.
Although it is noted that it will not have Mexico’s own agents, like the FBI, will function as a national intelligence and planning center. “Its goal is for operations and arrests to be based on evidence, not just force.”
This Undersecretariat of Intelligence and Police Investigation will work directly with the Ministry of National Defense (Sedena), the Navy, the National Guard, prosecutors’ offices, and the new Digital Agency in charge of databases. Although there is resistance within the Army and warnings about possible data misuse, approval is almost certain.
“Mexico will have a new national intelligence police force, under civilian command, professionalized, with strategic functions and a long-term vision. A commitment to intelligence instead of brute force,” according to the proposal.
