In a statement, the political party called these modifications #LeyMepeora (MakesLawWorse), pointing out that the reform was passed hastily, in six days, and without public debate.
It questions the fact that, in addition to reducing campaign and pre-campaign time, the party seeks to expedite the registration of coalitions, invading the exclusive powers of the Congress of the Union.
Modifying the rules of proportional representation to reduce plurality in Congress, as well as placing photographs on the ballots, not only for visual propaganda, but also to hide “as they did in Durango, the logos of the PRI and PAN, parties they are ashamed of, favoring those with the resources to saturate billboards and social media without campaigning on the ground, close to the people,” the document states.
The reform does not imply electoral modernization but rather a tailor-made suit for the PRI, which governs Coahuila and seeks to bend the rules of the game before the election to cling to power and shield itself from the will of the people.
According to the Morena party, this violates the principles of equity, plurality, and electoral certainty. By reducing campaigns to 30 days and pre-campaigns to 20, it benefits those already in power and those with funded structures, and prevents candidates other than the ruling party from having sufficient time to make their proposals known to the public.
Furthermore, advancing the registration of coalitions encroaches on powers reserved for the Congress of the Union under Article 41 of the Constitution, and this reform could therefore be overturned in court due to its obvious unconstitutionality.
