The torrential downpour that fell on Saturday in the capital of the state of Durango affected 50 neighborhoods, the State Civil Protection Unit reported.
The agency reported that more than 100 emergency reports were received by 911, with the southeast area being the most difficult to respond to.
The rain was accompanied by strong winds and hail, and 52 cubic millimeters of water fell.
Trees, power poles, and cables fell, causing power outages.
Streets and avenues also experienced flooding, with flooded homes and businesses experiencing levels between 10 and 50 centimeters high.
To assist the population, pumping stations were activated, sewers were unclogged, and stranded vehicles were rescued.
Authorities provided assistance to senior citizens and people with disabilities who were trapped in puddles.
