Former Durango mayor arrested; accused of multimillion-dollar fraud against investors

Former Durango mayor Carlos Epifanio Segovia Mijares was arrested on Wednesday by members of the Durango Criminal Investigation Police (DCC) pursuant to an arrest warrant.

He is charged with specific fraud, stemming from complaints of millions of dollars against a group of investors.

According to dozens of investigation files, Segovia was accused on several occasions of convincing several people to contribute capital under the promise of high returns, which never materialized.

The Attorney General’s Office has dozens of complaints filed for this fraud, with the total amount exceeding 100 million pesos. It is also known that the former official had been filing injunctions to evade justice.

The possible involvement of one or two accomplices in the scheme has even been indicated. The former official has already been brought before the judge who requests his release.

POLITICAL AND BUSINESS CAREER

Carlos Epifanio Segovia has had an intermittent presence in local political life. In 2017, he served as state coordinator of PAN council members; in 2018, he became municipal operational coordinator of the Citizen Movement (MC) in Durango.

A year later, in 2019, he served as interim mayor of the capital for 45 days, following the leave of absence of José Ramón Enríquez Herrera. His appointment was controversial, as the legality of his appointment was questioned as it did not strictly comply with legal requirements.

Even during the most recent campaign of Morena member José Ramón Enríquez Herrera for mayor of Durango, Segovia maintained his political involvement, strengthening his presence in the public sphere despite criticism of his record.

BUSINESSES OF THE FORMER OFFICIAL

In the private sector, Segovia is linked to various businesses. He owns Comercializadora de Carnes Segovias and Carnicería S.G., both focused on raising and selling pork, as well as Grupo Segovia’s Gas Station – Service Stations, located in the Loma Dorada neighborhood, which was recently closed following a Profeco operation.

Segovia’s arrest marks a new episode involving former officials facing legal proceedings in Durango and keeps those who claim to have been defrauded in suspense.

State Governor Esteban Villegas Villarreal posted a positive outcome from a meeting with President Claudia Sheinbaum on social media.

“We continue to move forward with major projects that improve the lives of Durango families,” he stated.
